Circular Economy (CE) Policy Gap Analysis, Identification & Assessment of Investment Opportunities in Pakistan and Iraq

This assignment was undertaken with an objective to perform an in-depth and comprehensive assessment of investment opportunities related to the circular economy (recovery, recycle and reuse). The study aimed to develop an inventory of potential projects while identifying and analyzing the policy barriers in Pakistan and Iraq that hinder the realization of these opportunities. This focused study also analyzed current and near-term market opportunities and challenges for private-sector participation in Pakistan and Iraq based on a combination of market analytics and reasonable assumptions to address key data gaps. By addressing these critical factors, the assignment sought to provide actionable insights and recommendations to advance circular economy initiatives in both countries. The specific support of this work included:

i) High-level screening of a long list of potential circular economy value chains and project opportunities
ii) Validating short-listed circular economy opportunities by defining high-level business cases and main policy barriers
iii) Conducting assessment and validation of circular economy investment project opportunity ;
iv) Identifying potential investors for the most promising investment opportunities; and
v) Conducting a country CE policy constraint and gap analysis around each identified opportunity.
