Independent Evaluation of GCF’s Approach to the Energy Sector

This evaluation was intended to ensure that GCF’s energy sector projects contribute meaningfully to the global climate agenda, align with the Paris Agreement, and support a paradigm shift toward sustainable energy practices.

The project objectives include:

Evaluating the relevance and effectiveness of the GCF’s approach to the energy sector.
Assessing the outcomes and lessons learned from completed projects to guide future strategies.
Informing policy improvements for enhanced GCF impact in the energy sector


Responsibilities included conducting comprehensive data collection and analysis through reviewing project documentation, engaging in interviews with key stakeholders, and examining performance reports to gauge the effectiveness and alignment of energy projects with GCF goals. It further involved a thorough performance evaluation of projects, assessing critical criteria such as innovation, financial sustainability, gender inclusivity, and socioeconomic impact. We also conducted discussions with national and local partners, government entities, and implementing agencies to gather feedback and deepen the understanding of the GCF’s role and challenges within the energy sector. Strategic recommendations were provided to enhance the GCF’s approach to energy sector investments, refining performance metrics and optimizing project design to better align with future climate goals.
