The Private Financing Advisory Network (PFAN) is a multilateral public-private partnership established in 2016, hosted by the United Nations Industrial Development Organization (UNIDO) in collaboration with the Renewable Energy and Energy Efficiency Partnership (REEEP). PFAN plays a key role in facilitating the implementation of climate and clean energy projects by small and medium-sized enterprises (SMEs) in developing countries. From 2006 to 2021, PFAN achieved notable milestones:
– 173 projects financially closed,
– USD 2 billion in investments leveraged,
– 2,046 MW of clean energy generation capacity added,
– An annual emission mitigation of 4.3 million tons of CO2,
– Active in 120 developing countries and emerging economies.
This project constituted a full-fledged mid-term evaluation conducted in 2019 on PFAN activities from July 2016 to December 2018 concluded positively, underscoring the program’s achievements. The PFAN Evaluation was a comprehensive, independent assessment carried out to review the program’s performance and strategic direction. It was the second evaluation of PFAN under its new hosting arrangement and spanned nine months.
The evaluation included two primary components: a backward-looking assessment and a forward-looking focus on future opportunities.
Backward-Looking: Evaluation of the performance and outcomes of PFAN’s activities from July 2016 onwards.
Forward-Looking: Provision of recommendations to enhance PFAN’s structure and identify strategic opportunities to better position the program.
Assessment of PFAN’s Progress: Analyze whether the recommendations from the 2019 Mid-Term Review have been effectively implemented.
Strategic Enhancements: Focus on suggesting adjustments and opportunities to further strengthen PFAN’s impact and efficiency.
