Monitoring and Evaluation of the SWITCH to Circular Economy Value Chains Programme

The global “SWITCH to Circular Economy Value Chains” Project (UNIDO SAP ID 190161) aimed to support enterprises within selected value chains to adopt circular economy practices. The project recognised the fact that the application of circular economy practices required coherent practices by all actors of the value chains, from SMEs to leading companies in the Global Value Chains, especially close cooperation between multinational companies and SME suppliers in developing countries in order to meet their circularity goals.
The overall objective of the project was to support the “Transformation towards a circular economy”, including contribution to sustainable growth, low carbon and climate resilient development, decent jobs creation, and safer, healthier and pollution-free environment. The project assisted tier 1, 2 and, when feasible, tier 3 suppliers of EU multinational companies (MNCs) to make the switch towards circularity: such suppliers face significant challenges (technical and financial) in adopting circular economy practices and the project was aimed at supporting them in this process.
The specific objective of the activities to be performed under this contract was to independently monitor the overall performance of the project in achieving the two expected outcomes:
Outcome 1: Increased policy uptake of circular economy approaches in targeted countries
Outcome 2: Improved circularity amongst private operators of selected value chains
Impact at scale was achieved through replication of successful pilot projects ( independent verification of such success is vital in achieving the credibility necessary to encourage others to invest in replication).
Key Activities :
– Development of the monitoring methodology (including the design of online (web based), computerized data input, analyses and reporting tool)
– Defining indicators of success for all elements of the “SWITCH to Circular Economy Value Chains” project
– Establishing targets for each indicator
– Monitoring the performance of the “SWITCH to Circular Economy Value Chains” project
– Submitting regular monitoring reports to the UNIDO Project manager and the Project Steering Committee
– Cost-benefit Analysis of selected pilot projects
